Need to revise some bugs in 2.1.6

Currently we use Jforum2.1.6 for http://www.openria.cn/
but there still have some bugs in this version.

First, the post number should be larger than or just equal to topic number, but, in some category it doesn't fit this situation.

Second, rather to say it is a shortage that the privilege of each category for each board lord has no way to assign.

hope the 3.0 will be a fully improved version.
